Why is Rell so unpopular?

Since her release I've only seen her like 3 times, so I always thought she wasn't fun or just too weak but after trying her out lately I have to say it's quite the opposite. She feels like a way more fun combination of Leona and taric while still being strong, her lore is also pretty interesting. Why does no one play her? Is there some major issue I am missing?

Another big thing that I don't see many people mention is how awful her passive feels.

A big part of her intended power fantasy is based on stacking stolen resistances to bait the enemy but a) the debuff indicator is TINY with no immediate indicator on time remaining b) she has an unnecessary windup on her auto which makes it more difficult to proc. c) the passive application on her Q is also kinda janky.

It seems like there was a massive disconnect between whoever designed the passive and whoever designed the rest of the kit because there's no real synergy there.

I always believed that Q removing shields is way more useful than her actual passive.

She suffers from too much downside to her kit. The kit is strong, interesting, and fun. The only downside is that the downsides are HEFTY while the upsides not being worth it.

Her passive also falls off whenever the enemy you steal the resistances from dies, I think. Makes it rather punishing when you actually shred someone and allow your team to kill them easier.

I play a ton of Rell and got mastery 7 on her top lane really fast after her release. Something I realized is that she loses the bonus resistances if the target she stole from dies. This makes her less tanky as a fight goes on because she generally can only steal from one enemy at a time more or less, and so when they die she loses her extra stats and has to steal more. It's just a strange thing.

Also she's so close to being viable top lane man it's crazy. I kinda hate she has no AD scalings but like fuck is she fun to cheese level one.

Movement speed/mobility is just one of the most fun aspects of league. Aside from it being powerful, it just feels good. Having to slow yourself to a crawl whilst the fight sort of happens around you doesn't feel good

this should work if rell became a massive tank + super slow and clunky when she W's but even leona tanks far more with her skills idk that 200hp shield is pretty bad mid and late game and early you're just too punished without the ms in lane, if you fail engage at lvl 2 or 3 you just die.

That 250 movement speed hurts her popularity a lot I think. She looks really cool & badass but slowing yourself by that much whenever you go in is just not fun imo, also lost interest in playing Blitzcrank when they gave him the slow on W even though it's brief. Her lack of damage is probably also a huge factor, Thresh, Leona, Blitz etc can do a huge chunk of an ADC's HP but Rell not really. I know why both of them have the MS reduction but I just don't like it.

Her lack of damage is a lot of it I think. Even supports, even tank supports, want to do a little bit of damage. Rell's damage is absurdly low but I understand why.

That's really like 70% of why she feels so bad to play (even though I still prefer playing her rather when Leona when I'm in voice with my ADC). And if you go for unmounted->mounted W - you have to spend some time in your slow as fuck form which once again feels so bad. Also I personally kinda hate how both her Ws bring her forward so much, it makes her engages even more punishing.
